Bar length is how many of the 64 virtual stops land on each physical stop. The 7 owns a single virtual stop, but the blanks right above and below it own six each.
So a 7 shows just off the payline twelve times as often as on it. The "almost jackpot" you keep seeing is designed in — it does not mean a jackpot is due.
